Owen C. Jarvis Joins CarneyKelehan as General Attorney

COLUMBIA, Md. — Owen C. Jarvis joined CarneyKelehan, a law firm based in Columbia. With more than 15 years of experience in law, Jarvis will practice as a general attorney in all areas of the firm.

Prior to joining CarneyKelehan, Jarvis served as director of legal services for St. Ambrose Housing Aid Center, which provides free counseling and legal services to homeowners in Baltimore. Jarvis managed the staff and budget of the center’s legal department, maintained an active caseload and expanded the center’s partnerships and community engagement.

Previously, Jarvis was a senior attorney with the Law Offices of Jill Pogach Michaels, where he chaired the firm’s landlord-tenant legal practice, facilitated real estate negotiations and led education events for real estate professionals. He also was an associate attorney for a small firm in Rockville, where he practiced real estate law.

Jarvis served as a student attorney at the University of Maryland’s Community Justice Clinic and held internships in a state senator’s office and Maryland’s Higher Education Commission. He earned his law degree from the University of Maryland Francis King Carey School of Law and his bachelor’s degree in English from Salisbury University.
